From ZIP Codes to Strategy: Turning Data Into a Community Needs Assessment

Community needs assessments are most effective when they move beyond high-level statistics and into place-based insights. In a recent project, I supported a needs assessment by developing a ZIP code–level indicator analysis paired with a living, searchable community resource system—designed not just to inform a report, but to guide decision-making.

This approach allowed stakeholders to clearly see where needs are concentrated, what services already exist, and where gaps remain.


Why ZIP Code–Level Analysis Matters in Needs Assessments

Countywide averages often mask significant disparities. By breaking data down to the ZIP code level, organizations can:

  • Identify neighborhoods experiencing the highest cumulative need

  • Prioritize funding, outreach, and programming

  • Support grant applications with geographically specific evidence

  • Align services with the communities most impacted

Instead of asking “What does the data say overall?”, ZIP-code analysis helps answer “Where should we focus first?”


Building a Composite Indicator Map to Identify High-Need Areas

For this project, I created a composite indicator score that combined 11 community indicators aligned with Children’s Services Council focus areas. Each ZIP code received a total score representing cumulative need.

The resulting map visually highlights top-quartile ZIP codes—areas where multiple risk factors overlap. This made it easier for leadership and partners to quickly understand:

  • Which ZIP codes consistently rise to the top

  • How need is distributed geographically

  • Where deeper qualitative analysis or community engagement may be required

According to the ZIP-code indicator map, several communities across Palm Beach County emerged with the highest cumulative scores, helping stakeholders move from abstract data to clear geographic priorities.



Moving Beyond Data: Creating a Living Community Resource System


Data alone doesn’t solve problems—systems do.


Alongside the ZIP-code analysis, I developed a community resource inventory housed in Notion. This was intentionally designed as a living tool, not a static appendix.


The resource system allows users to:

  • Filter services by ZIP code, population served, and service type

  • Quickly identify existing assets in high-need areas

  • Spot service gaps where needs are high but resources are limited

  • Keep information current without recreating spreadsheets or PDFs

Unlike traditional resource lists that become outdated quickly, this structure supports ongoing planning, collaboration, and updates.


How This Approach Supports Funders, Coalitions, and Nonprofits

This combined approach—ZIP-code data + resource mapping—is especially useful for:

  • Grant applications that require geographic targeting

  • Strategic planning and priority-setting

  • Collective impact initiatives coordinating across agencies

  • Program design informed by both need and capacity


It also creates alignment between:

  • Quantitative indicators (what the data shows)

  • Qualitative insights (what communities experience)

  • Operational reality (what services actually exist)
